កំពង់ស្ពឺ ៖ ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ អញ្ជើញជាអធិបតីក្នុងពិធីដាក់សម្ពោធផ្លូវបេតុង និងអ៊ុតកៅស៊ូក្រៅមួយខ្សែ ៧គីឡូម៉ែត្រ នៅតំបន់ឋានសួគ៌គិរីរម្យ ខេត្តកំពង់ស្ពឺ កសាងដោយ អ្នកឧកញ៉ា សួរ វីរៈ អគ្គ នាយក ក្រុម ហ៊ុន វិរៈប៊ុនថាំអេសប្រេស ខូអិលធីឌី ដោយចំណាយថវិកាផ្ទាល់ខ្លួនប្រមាណ ១,២២ លានដុល្លារអាម៉េរិក ពោលគឺជាសមិទ្ធផលដ៏ថ្មីស្រឡាងដែលបានលេចជារូបរាងពេញលេញនៅក្នុងអំឡុងពេលនៃរដូវកាលបៃតង ស្របនឹងការអនុវត្តយុទ្ធនាការទស្សនាកម្ពុជានៅរដូវកាលបៃតង (ចាប់ពីខែឧសភា ដល់ខែតុលា)។

ពិធីសម្ពោធផ្លូវដែលជាសមិទ្ធផលដ៏ត្រចះត្រចង់នេះ មានការអញ្ជើញចូលរួមពីឯកឧត្តមបណ្ឌិត ជាម ច័ន្ទសោភ័ណ អភិបាលនៃគណៈអភិបាលខេត្តកំពង់ស្ពឺ, អ្នកឧកញ៉ា សួរ វីរៈ អគ្គ នាយក ក្រុម ហ៊ុន វិរៈប៊ុនថាំអេសប្រេស ខូអិលធីឌី និង លោកជំទាវ, ឯកឧត្តមលោកជំទាវ អ្នក ឧកញ៉ា ឧកញ៉ា លោក លោកស្រី តំណាងក្រសួង ស្ថាប័នពាក់ព័ន្ធ, ឯកឧត្ដ ម លោកជំទាវ លោក លោកស្រីអាជ្ញាធរមូលដ្ឋានគ្រប់លំដាប់ថ្នាក់, លោកយាយ លោកតា អ៊ំ ពូមីង លោកគ្រូ អ្នកគ្រូ បងប្អូនប្រជាពលរដ្ឋ ក្មួយៗ សិស្សានុសិស្ស និងយុវជនយ៉ាងច្រើនកុះករ។

ឆ្លៀតក្នុងឱកាសនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានពាំនាំការផ្ដាំផ្ញើសាកសួរសុខទុក្ខពីសំណាក់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងលោកជំទាវបណ្ឌិត ពេជ ចន្ទមុន្នី ហ៊ុនម៉ាណែត, ឯកឧត្តមកិត្តិសេដ្ឋាបណ្ឌិត ឆាយ ថន ប្រធានកិត្តិយសក្រុមការងាររាជរដ្ឋាភិបាលចុះជួយខេត្តកំពង់ស្ពឺ, ឯកឧត្តម ហ៊ុន ម៉ានី ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងមុខងារសាធារណៈ  និងជាប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះជួយខេត្តកំពង់ស្ពឺ ជូនចំពោះឯកឧត្តម លោកជំទាវ លោក លោកស្រីទាំងអស់ ដែលមានវត្តមានក្នុងពិធីសម្ពោធនេះផងដែរ។

ជាមួយគ្នានេះ ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានសម្តែងនូវការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះ អ្នកឧកញ៉ា សួរ វីរៈ ដែលបានលះបង់ទាំងពេលវេលា កម្លាំងកាយចិត្ត និងធនធានថវិកាផ្ទាល់ខ្លួន ក្នុងការកសាងផ្លូវមួយខ្សែនេះឡើង តួយ៉ាងអ្នកឧកញ៉ាក៏តែងតែបានផ្តល់នូវកិច្ចសហការយ៉ាងជិតស្និទ្ធជាមួយក្រសួងទេសចរណ៍ ព្រមទាំងចូលរួមយ៉ាងសកម្មជាមួយមហាគ្រួសារវិស័យទេសចរណ៍កម្ពុជា នាពេលកន្លងមក ក្នុងបុព្វហេតុគាំទ្រ និងលើកកម្ពស់វិស័យទេសចរណ៍នៅកម្ពុជា។

ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសរំលេចថា ខេត្តកំពង់ស្ពឺ បាននិងកំពុងអភិវឌ្ឍលើគ្រប់វិស័យយ៉ាងឆាប់រហ័ស ទាំងហេដ្ឋារចនាសម្ព័ន្ធរូបវ័ន្ត និងការវិនិយោគ, គឺជាខេត្តមានលក្ខណៈអំណោយផល ដោយកត្តាភូមិសាស្ត្រមានទីតាំងនៅជិតរាជធានីភ្នំពេញ, សម្បូរដោយព្រៃភ្នំ, វាលស្មៅដ៏ស្រស់ស្អាត, ទេសភាពធម្មជាតិដ៏ស្រស់ត្រកាល, មានសហគមន៍ជនជាតិដើមភាគតិច, និងក៏ជាខេត្តមានភាពល្បីល្បាញខាងការផលិតស្ករត្នោត អំពៅ និង ស្រាផងដែរ ដែលទាំងអស់នេះ គឺជាកត្តាអំណោយផលដល់ការអភិវឌ្ឍតំបន់សក្តានុពលទេសចរណ៍ធំៗ របស់ខេត្តដែលរួមមាន តំបន់ទេសចរណ៍វប្បធម៌ ប្រវត្តិសាស្ត្រ, តំបន់សហគមន៍ទេសចរណ៍, តំបន់ទេសចរណ៍ធម្មជាតិ, ទេសចរណ៍កែច្នៃ, តំបន់កសិ–ទេសចរណ៍ និង តំបន់គោលដៅទេសចរណ៍ថ្មីៗ។

ជាមួយនឹងការដឹកនាំតម្រង់ទិសដ៏ខ្ពង់ខ្ពស់ពី ឯកឧត្តម ហ៊ុន ម៉ានី ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងមុខងារសាធារណៈ  និងជាប្រធានក្រុមការងាររាជរដ្ឋាភិបាលចុះជួយខេត្តកំពង់ស្ពឺ, ឯកឧត្តមរដ្ឋមន្ត្រី បានសម្តែងនូវការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះការដឹកនាំដ៏បិនប្រសប់របស់ ឯកឧត្តមបណ្ឌិត ជាម ច័ន្ទ សោភ័ណ អភិបាលនៃគណៈអភិបាលខេត្តកំពង់ស្ពឺ, ក្រុមប្រឹក្សាខេត្ត, ព្រមទាំងកិច្ចខិតខំប្រឹងប្រែងយកចិត្ត ទុកដាក់អនុវត្ត ប្រកបដោយសា្មរតីទទួលខុសត្រូវខ្ពស់ ពីសំណាក់ថ្នាក់ដឹកនាំនិងមន្ត្រីរាជការគ្រប់លំដាប់ថ្នាក់របស់រដ្ឋបាលខេត្ត, មន្ទីរពាក់ព័ន្ធជុំវិញខេត្ត, អាជ្ញាធរមូលដ្ឋានគ្រប់លំដាប់ថ្នាក់, និងកងម្លាំងប្រដាប់អាវុធគ្រប់ប្រភេទ បានធ្វើឱ្យខេត្តកំពង់ស្ពឺ បានប្រែមុខមាត់យ៉ាងឆាប់រហ័ស និងប្រែក្លាយខេត្តកំពង់ស្ពឺ ទៅជា “តំបន់ប៉ូលសេដ្ឋកិច្ច និងឧស្សាហកម្មដ៏សំខាន់មួយ” របស់ប្រទេសកម្ពុជា។

ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានគូសរំលេចបន្ថែមថា តាមរយៈការតភ្ជាប់ហេដ្ឋារចនាសម្ព័ន្ធខ្វាត់ខ្វែង និងផ្លូវល្បឿនលឿន ខេត្តកំពង់ស្ពឺបាននិងកំពុងស្រូបយកគម្រោងវិនិយោគ រោងចក្រ សហគ្រាសធំៗជាច្រើន ព្រមទាំងកែប្រែមុខមាត់ពីខេត្តដែលធ្លាប់តែពឹងផ្អែកលើកសិកម្មទៅជាខេត្តកសិ–ឧស្សាហកម្ម និងឧស្សាហកម្ម ដែលបង្កើតការងារជូនប្រជាពលរដ្ឋរាប់សែននាក់ និងចូលរួមនៅក្នុងការជំរុញកំណើនសេដ្ឋកិច្ចជាតិ។

តាមរយៈការសាងសង់ផ្លូវនេះ ឯកឧត្តមរដ្ឋមន្ត្រី មានជំនឿយ៉ាងមុតមាំថា ហេដ្ឋារចនាសម្ព័ន្ធរូបវន្តគាំទ្រដ៏មានសារៈសំខាន់នេះ គឺប្រៀបបាននឹងការបង្កើតនូវសរសៃឈាមសេដ្ឋកិច្ច និងជាផ្លូវដង្ហើមមួយទៀតនៅក្នុងវិស័យទេសចរណ៍ និងការវិនិយោគ ដែលនឹងផ្តល់តម្លៃ បន្ថែម ព្រមទាំងអត្ថប្រយោជន៍ដោយផ្ទាល់ជូនដល់ប្រជាពលរដ្ឋ នៅតាមសហគមន៍ផងដែរ ៕

Inauguration of a 7-kilometre Concrete and Asphalt Road at Kirirom Paradise, Kampong Speu Province, Presided Over by H.E. HUOT Hak, Minister of Tourism

H.E. HUOT Hak, Minister of Tourism, presided over the inauguration ceremony of a newly constructed 7-kilometre concrete and asphalt road at Kirirom Paradise in Kampong Speu Province. The road was generously funded and built by Neak Oknha Sour Vireak, Director General of Vireak Buntham Express Co., Ltd., with a personal investment of approximately US$1.22 million. This significant new infrastructure has been completed during Cambodia’s Green Season, in line with the “Visit Cambodia in the Green Season” campaign, which runs from May to October.

The inauguration ceremony was attended by H.E. Dr. CHEAM Chan Sophorn, Governor of Kampong Speu Province; Neak Oknha SUO Vireak and his spouse; Excellencies, Lok Chumteavs, Oknhas, representatives of relevant ministries and institutions, provincial and local authorities, teachers, students, youth, and a large number of local residents.

On this occasion, H.E. the Minister conveyed the warm greetings and best wishes of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and H.E. Dr. PICH Chanmony HUNManet; H.E. Kittisethabindit CHHAY Than, Honorary Chairman of the Royal Government Working Group for Kampong Speu Province; and H.E. HUN Many, Deputy Prime Minister, Minister of Civil Service, and Chairman of the Royal Government Working Group for Kampong Speu Province, to all distinguished guests and participants attending the ceremony.

H.E. the Minister also expressed his deep appreciation and high regard for Neak Oknha SUO Vireak, who generously dedicated his time, effort, and personal financial resources to construct this road. He noted that Neak Oknha SUO Vireak has consistently maintained close cooperation with the Ministry of Tourism and has actively contributed to supporting and promoting Cambodia’s tourism sector over the years.

H.E. The Minister emphasized that Kampong Speu Province is undergoing rapid development across multiple sectors, including physical infrastructure and investment. Owing to its strategic location near Phnom Penh, abundant mountain ranges, scenic grasslands, breathtaking natural landscapes, indigenous communities, and its renowned production of palm sugar, sugarcane, and local spirits, the province possesses tremendous potential for tourism development. These strengths support the growth of cultural and historical tourism, community-based tourism, nature tourism, creative tourism, agri-tourism, and emerging tourism destinations.

Under the visionary leadership of H.E. Hun Many, Deputy Prime Minister, Minister of Civil Service, and Chairman of the Royal Government Working Group for Kampong Speu Province, H.E. the Minister also commended the capable leadership of H.E. Dr. Cheam Chan Sophorn, Governor of Kampong Speu Province, together with the Provincial Council, provincial administration, line departments, local authorities, and armed forces. Their dedication and strong sense of responsibility have transformed Kampong Speu into one of Cambodia’s most important economic and industrial growth poles.

H.E. The Minister further highlighted that, through expanding transport connectivity and modern infrastructure—including expressways—Kampong Speu has attracted numerous large-scale investment projects, factories, and enterprises. The province has evolved from a predominantly agricultural area into a vibrant agro-industrial and industrial hub, creating employment opportunities for hundreds of thousands of people while making significant contributions to Cambodia’s economic growth.

H.E. The Minister expressed his firm belief that this newly constructed road represents far more than a transportation route. It serves as a vital economic lifeline and an important artery for tourism and investment, enhancing accessibility, increasing the area’s attractiveness, and delivering tangible socio-economic benefits to local communities.
